The goals with Arbalest were to cement her role as the premier damage-dealer for mark parties, and to increase the strength of her utility skills to compete with her best skills. Sniper Shot has been rescaled to a flat +100% DMG vs. Marked, making her much more powerful at low levels than in vanilla. Suppressing Fire, Bola, and Rallying Flare have all been adjusted to fulfill their specific roles more effectively.
The adjustments to Sniper Shot and Blindfire came about because I was trying to figure out how to encourage more build variety in the Arbalest, and I realized that I was almost always using two slots on attacks just to be able to hit all ranks. Letting Sniper Shot hit 1234 opens up another slot for a utility skill, and the new Snap Shot lets you eke out some value when the situation is not ideal.
